The second book is titled  Evaluating eGovernment Portal Functionality in KM Perspective (2015) : Evaluating and Enhancing Ethiopian E-Government Portal Functionality in Knowledge Management Perspective and I am a co-author with Wondaferaw  and Girum. Knowledge Management (KM) is an important consideration in e-Government portals to ensure that knowledge flows efficiently between Governments, individuals and organizations. A crucial aspect of e-Government portals that has not been addressed adequately is, the extent to which KM have been implemented and identifying the direction to enhance e-Government portal in KM perspective. In this research evaluation model known as KM model for e-Government with three KM broad mechanisms for portals: Knowledge Collection, Organization and Application were employed. Using this model, evaluation checklist was developed based on analysis of the literature and best experience of other countries e-Government portal and used to evaluate ministry level organization e-Government portals with the objective of investigating the extent to which KM mechanisms have been implemented and to identify direction to enhance portals. Moreover, survey questioner and interview guide was used to investigate the degree of application of ICT for KM in research entities and its contribution to support e-Government portal enhancement. Google to Start Charging for Apps after EU Fine

According to the daily edition published on Oct 17, 2018 by Mobile World Live, Google laid out plans to stop bundling preinstalled apps with its Android platform and instead charge manufacturers a fee to license its apps, as part of a bid to avoid additional fines from European Union (EU) regulators.
According to the report, the European Commission (EC) in July issued a €4.3 billion fine to Google after it found the tech giant abused the dominant position of its Android platform to force manufacturers to install its apps on devices. It gave the tech giant until 28 October to change its business practices or face further penalties. Read more from Mobile World Live

App to Read and Listen Daily Pray for Orthodox Church Followers

The App is called Metsehafe Tselot (መፅሃፈ ፀሎት) and is having daily pray like የዘወትር ጸሎት, ጸሎተ ሃይማኖት, ውዳሴ ማርያም, ይዌድስዋ and መልክአ ማርያም to be used majorly by Orthodox Church followers. In the App, two MP3 sound files for Daily Pray (የዘወትር ጸሎት and ጸሎተ ሃይማኖት) are added so that prayers who want to listen and read can use them. The size of the App (25M) is relatively above the standard App's size, but this due to the sound files attached to the program. Any smartphone that support Android 4.4 and up can be used to run the App. For download Metsehafe Tselot use the Google Play link.

The author has also more than 15 Apps on the Google Play to download and used freely. Most of them are in Amharic and English and some even in more national languages. Use the this link to see all the Apps developed by the  author.
